The Eastern Mediterranean 2021 exercise being hosted by the Turkish navy started on Monday.

Some 5,000 personnel and 36 ships from 10 countries will participate in the exercise, which runs until Nov. 12, Lt. Col. Cuneyt Talayman said at a briefing on the Turkish navy’s TCG Bayraktar.
Various scenarios will be simulated to prepare public and civil bodies for disaster response efforts, the official said.
The exercise also aims to evaluate the preparedness of the Turkish navy, he added.
Talayman said 26 ships of the Turkish navy will be part of the drills, along with maritime patrol planes, helicopters, and teams of naval special forces.
Turkey’s air force, army, and coast guard will also join the exercises, he added.
The drills will be monitored by 11 observers from Iraq, Bahrain, Libya, Nigeria, Pakistan, Oman, and Ukraine.

Multinational naval drills hosted by Turkey kick off in Eastern Mediterranean

The United Nations Security Council is due to consider the situation in Bosnia and Herzegovina and the extension of the EUFOR Mission to B&amp;H on Wednesday (November 3), whose mandate expires on November 5, confirmed the Ambassador and Permanent Representative of B&amp;H to the United Nations in New York Sven Alkalaj in a statement for FENA.

In the meantime, meetings and consultations are being held behind closed doors between representatives of UN Security Council member states, in which B&amp;H does not participate as it is not a member of the Security Council.

The session was originally scheduled to take place today, but was postponed because, according to Alkalaj, the text of the resolution that was supposed to extend the mandate of EUFOR forces was not agreed and because of an agreement on how to hold a session on the situation in B&amp;H.
- As it is known, Russia and China do not recognize the legitimacy of the High Representative of the International Community in B&amp;H Christian Schmidt, and from that point of view, all connotations that would be related to the High Representative are debatable for them - Alkalaj explains.
Alkalaj emphasizes that the most important thing for him is to discuss the situation in B&amp;H, since "we are witnessing saber-rattling and the disintegration of B&amp;H is being announced", which is why it is extremely important for the UN Security Council to comment on this and take a stand.
- The position taken by the Security Council is binding on all members. I had the opportunity to see the report prepared by Schmidt for the Security Council and it reflects the real situation in B&amp;H and faithfully outlines the situation - says Alkalaj.

<h2>"Very real" possibility of new conflicts</h2>

High Representative Christian Schmidt warned in the report that B&amp;H was in imminent danger of disintegration and that there is a "very real" possibility of new conflicts.

The report, which Schmidt is due to submit to the United Nations Security Council, the first since he was appointed to the post on August 1, states that if Republic of Srpska separatists carry out their threat to re-create their own army, more international peacekeepers should be sent to B&amp;H to prevent new conflicts.
In his first report since taking office, Schmidt, a former minister in the German government, warned that B&amp;H faces "the greatest existential threat in the post-war period" and as one example of this, he singled out the threat of B&amp;H Presidency member and SNSD leader Milorad Dodik withdrawing from state institutions, including the B&amp;H Armed Forces.

Deputy Speaker of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina and President of the Party of Democratic Action (SDA) Bakir Izetbegović met today in Istanbul with President of the Republic of Turkey Recep Tayyip Erdogan.
Izetbegović informed Erdogan about the current situation in Bosnia and Herzegovina, and the unilateral unconstitutional activities of the Republika Srpska authorities, which violate the Dayton Peace Agreement.

Chairman of the Presidency of Bosnia and Herzegovina Željko Komšić addressed today the United Nations Conference on Climate Change (COP26) taking place in Glasgow, which is the largest such conference in recent decades, attended by more than 180 heads of state.

As Komšić pointed out at the beginning of his address, the conference is being held at a time when the world is facing the consequences of the coronavirus pandemic on a daily basis, as well as a series of climate challenges that pose a difficult task for humanity for the future.
- That is why it is important to reach a joint agreement on how to accelerate global action against climate change, in order to keep the temperature rise below 1.5 degrees Celsius, and prevent climate change from spiraling out of control - he said.
He noted that the challenges are different for each country, but regardless of that, it is necessary for everyone to be on the same page and act together in the fight against the climate crisis, just as it is necessary to set realistic and achievable goals because implementation will require significant financial resources, especially in countries with lower GDP such as Bosnia and Herzegovina.
- B&amp;H is making efforts to reduce greenhouse gas emissions, but in the coming period, we will have to invest more energy and money in order to achieve the goals we have set for ourselves. In April this year, B&amp;H submitted its updated Established Contribution (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC), confirming its commitment to fulfilling the Paris Climate Agreement - Komšić reminded in his address.

<h2>Significant international assistance </h2>

He explained that by submitting this document, Bosnia and Herzegovina is one of the first countries in the Western Balkans to adopt an updated NDC with a plan to reduce greenhouse gas emissions by 33.2 percent by 2030 and almost 66 percent by 2050.

In order to meet the goals of climate change prevention, BiH is also working to enable the transition to sustainability and create a favorable environment for attracting private sector investment in clean, affordable energy.
- We will need significant international assistance when it comes to the transfer of technology, the establishment of financial mechanisms to encourage decarbonization, as well as financial support for projects related to climate issues - Komšić added.
In order to further decarbonize the energy sector, in November 2020, Bosnia and Herzegovina signed the Sofia Declaration, thus undertaking to work together with the European Union to make Europe a climate-neutral continent by 2050.
- In this regard, one of the most important activities we are currently working on is the development of the Integrated Energy and Climate Plan for the period from 2021 to 2030 (NECP BiH). The document harmonizes multiple goals: the European Union in the field of energy and climate, the United Nations Framework Convention on Climate Change, the Paris Agreement and the Energy Community - he said.
The Plan for Bosnia and Herzegovina will define goals for increasing energy efficiency measures, increasing the share of renewable energy sources and reducing greenhouse gas emissions by 2030, as well as the necessary policies and measures for their implementation.
- The aim is to set ambitious goals for each of the dimensions of the Plan, which we believe is realistic to be achieved by 2030, and which will enable further development of the energy sector of Bosnia and Herzegovina - emphasized Komšić.

He also said that within the drafting up the National Energy and Climate Plan, B&amp;H is working on a Roadmap for the transition of the coal-rich region, adding that such a transition of the coal-rich region and the entire energy sector in BiH must be fair and enable the transition from coal to renewable source without the job loss.

When it comes to the energy sector, it is of the utmost importance for Bosnia and Herzegovina to define ways to finance the energy transition, as the energy transition will require significant investments in low-carbon technologies and infrastructure.
- In that sense, Bosnia and Herzegovina, like other countries, will need significant international financial assistance and support for the decarbonization of the energy sector by 2050, with a special focus on the planned closure of coal mines and the shutdown of coal-fired power plants - said Komšić.
He notes that B&amp;H undoubtedly wants to give its contribution in the fight against climate change, but it will not be able to do it alone, but it will need support and cooperation with countries that can accelerate this process with their knowledge and resources.

The EU reiterated its call for Israel to halt its plans to expand settlements in the occupied Palestinian territories on Friday, warning that any new changes to the pre-1967 borders that are not agreed upon by the parties will be rejected by the bloc.

- Settlements are illegal under international law and constitute a major obstacle to the achievement of the two-state solution and a just, lasting and comprehensive peace between the parties - according to a statement from the office of EU foreign policy chief Josep Borrell.

Around 1,300 French nursing students have resigned due to fatigue and over exhaustion amid the COVID-19 pandemic, leading to staff shortages at hospitals in France, the country’s health minister acknowledged Thursday. 

Responding to the findings of a report by France’s Scientific Council released earlier in October that 20% or one in five beds at public hospitals remain closed due to staff shortages, Olivier Veran disclosed that many nursing students were leaving training midway.
The number was not in the thousands but around 1,300 nursing students between 2018 and now, he noted.
The probable reasons for the resignations, Veran recalled, could be because the first internship for many of these students came at the time of the first wave of the pandemic and the demands of the COVID hospitals were different from routine hospital service. In addition, nurses were also tired, as many were forced to cancel their leave due to the health crisis and needed time off from the service to take care of themselves.
According to a flash survey conducted in the scientific report, hospitals in France were suffering from a large number of vacancies within five professions: nurses, staff working in blocks, anesthesiologists, radiology technicians and physiotherapists, and large regional hospitals were forced to close beds due to the lack of health care staff.
The report cited results from a study conducted in intensive care units which said caregivers were inflicted with insomnia, anxiety, depression, post-traumatic stress and burnout.

- The time has come for a constructive action and I think that is the message we both bring. We are encouraged by the messages we have heard from all our interlocutors to work constructively in one framework in order to start negotiations in which we would deal with issues of discrimination, transparency, the electoral system, combating corruption within the electoral system. At the moment, we have a really great responsibility, but also the need for prompt action - said Eichhorst.
Over the past two days, she says, intensive discussions have been held with political leaders with the aim of finding a way out of the political crisis. Attempts have been made to find ways to bring together some ideas and suggestions.
- Attempts have been made to put on the table a framework around which, we hope, negotiations could begin in the future. I say this because it is very important to start negotiations. We work step by step and in a way that is transparent and inclusive. We want to ensure that everyone is involved in this process. Talks continue and the essence is to strengthen institutions at the B&amp;H level. The citizens of this country must have confidence that the institutions are working for their benefit. We believe that the majority of citizens want B&amp;H to become a member of the European Union - said Eichhorst.
The US Special Envoy for Electoral Reform in B&amp;H Matthew Palmer said that the United States, without any doubt, strongly supports the territorial integrity and sovereignty of B&amp;H.
- We have watched the increase of tensions in the past weeks very carefully and with concern, as well as the activities that led to the increase of those tensions. We are committed to doing everything we can to keep the situation from escalating and restore a sense of peace and a sense that there is a path to a more stable and prosperous future.
We are here to help B&amp;H implement the key European Court rulings. We believe that it is possible to move forward and resolve the judgments of the European Court in a way that is in line with the Constitution of B&amp;H. Tha means one country, two entities and three constituent peoples plus others. This process is not easy in finding an organic balance and equilibrium that can provide sufficient support, which can be adopted and put into action. This is a challenge - stated Palmer.

The Service for Foreigners’ Affairs has undertaken operational activities aimed at controlling the movement and stay of migrants in the area of Velika Kladuša and relocating migrants from the "Hipodrom" location to temporary reception centers.

Inspectors of the Service for Foreigners’ Affairs controlled the movement and stay of migrants at the "Hipodrom" location, where they found 201 people originally from Afghanistan and Pakistan in an improvised tent settlement, without the minimum necessary conditions for stay.
Of that number, 171 family members, 27 single men and three unaccompanied minors were found. Fahrudin Radončić, leader of the Alliance for a Better Future of B&amp;H, said after a meeting between FB&amp;H opposition party presidents with Matthew Palmer, US special envoy for electoral reform in B&amp;H and Angelina Eichhorts, director of the European External Action Service, that it was very important that Washington and Brussels are united this time.
- And they will be very persistent in helping this country get out of the situation of a terribly delicate situation. Today's negotiations were very open and we all said individually what we thought. It is clear, it should be told to the citizens that unfortunately, my regret, I have always preferred that, the indirect way of electing members of the Presidency of B&amp;H has been dropped, that it will go directly and that these are some ideas where ethnic prefixes would be deleted - said Radončić .
Radončić did not talk about the details of the conversation from the meeting.
- What is the responsibility of the opposition is to help us reach such solutions and not to use it in some kind of election campaign. I personally think that it is a good and correct opposition. We know that someone overthrew the April package, which we all regret today with one vote more in Parliament, that someone won the elections, saying 100 percent Bosnia and Herzegovina, so when his term ended, there was no B&amp;H anywhere, but RS was 100 percent strengthened and I think we are aware today that the government has made a step forward in mutual agreement. Of course, I am talking about SBB, we will support it where our principles are the same as theirs - the SBB leader emphasized.
Asked whether Palmer favors the HDZ over the Election Law, Radončić said:
- I think that we Bosniaks do not have too many international friends that this sympathy for us, unfortunately, melted away with the wrong policy and I think that it is very bad that part of the media makes Mr. Palmer practically handicapped, ie tries to make a handicapped negotiator. He is a man with great capacity and my precise impression is, and I am old enough, that he is a very well-meaning mediator who does not favor anyone except the interests of the citizens of B&amp;H.
Asked to comment on the formation of more constituencies, and that in that way they could have Komšić and Čović at the same time, Radončić said:
- I think that it is a good concept that then the election campaigns will be conducted differently, that then everyone will have the right to say what they want, to run whoever they want. I would not enter into that solution because it is given on one hypothetical level. We’ll see I’m telling you, we’re not the strikers or the main creators of the story here. Unfortunately, the main creators of the story are the SDA, HDZ and SNSD, who have been designing it for years. It is our job as a responsible opposition in the Parliament and in the negotiations around them, if it comes, and it will probably come, we behave in a way that we think is best for the citizens of B&amp;H.

The US has carried out at least 2,000 spying operations against China this year, so far, a Chinese military expert has claimed.

- The targets of these missions include Chinese-controlled islands and reefs in the South China Sea, as well as the coastal area of the Chinese mainland - said Cao Yanzhong, a researcher with the People’s Liberation Army Academy of Military Science.

As Russia’s COVID-19 crisis grows graver by the day, the daily caseload surpassed 40,000 for the first time since the start of the pandemic and the death toll hit yet another grim all-time high on Thursday.

A total of 40,096 new infections pushed the overall count to 8.39 million, while the fatality count surged by 1,159 to 235,057, latest figures showed.
Some 29,318 people also recovered over the past day, taking the total to 7.27 million.
According to official data, COVID-19 incidence and mortality rates in Russia have been growing for six weeks straight, rising 13.6% in just the past week.
The worsening situation has led to intensified calls from top Russian leaders for vaccination efforts to be ramped up.
At a meeting of Russia’s National Medical Chamber, President Vladimir Putin said doctors must explain to people the critical importance of vaccinations.
Prime Minister Mikhail Mishustin echoed Putin’s views, saying immunization remains the best way to ward off the virus.
- It is imperative to tell people why vaccines are necessary, that vaccination is the most reliable weapon against infections, and can stop the growing morbidity (rate) - he said.
Apart from vaccines, several medicines for COVID-19 are also being developed in Russia, Mishustin added.
Russia has entered a 10-day non-working period from Thursday as part of efforts to curb infections, which regional authorities can extend and supplement with additional measures if necessary.
